Set up in late December, 2015, Collaborative Innovative Center of Social Governance and Social Policy Studies at Xi’an Jiaotong University was listed in the first group of Key Research Bases of Humanities and Social Sciences of Shaanxi Province, authorized by the Publicity Department of the CPC Shaanxi Provincial Committee, and the Leading Committee for Humanities and Social Sciences of Shaanxi Province. It also belongs to one of the nine provincial think tanks firstly established in Shaanxi Province.
Professor LI Shuzhuo is designated as Chief Scientist of the center. The center was founded and developed based on several institutes at Xi’an Jiaotong University, viz Center for Population and Social Policy Studies, one Decision Consulting Station of National Social Science Foundation of China named “Social Security Systems Improvement and Policy Innovation”, Institute for Population and Development Studies, Institute for Empirical Social Science Research, Center for Aging and Health Research, etc. The center also has extensive collaborations with experts and scholars from Research Office of the CPC Shaanxi Province, Department of Human Resource and Social Security of Shaanxi Province, Academy of Social Sciences of Shaanxi Province, Academy of Social Sciences of Xi’an City, Northwest University, Xi’an Finance and Economy College, City University of Hong Kong, etc. Besides, the center has established long-term relationships and cooperative research with many national ministries, such as National Health and Family Planning Commission, Ministry of Civil Affairs, Ministry of Human Resource and Social Security, National Development and Reform Commission, National Committee on Aging, etc., and implemented close collaborations with Shaanxi provincial departments such as Health and Family Planning Commission, Statistic Bureau, Department of Civil Affairs, Department of Land Resource, and municipal governments of Ankang City, Yulin City, Yan’an City, etc.
The center aims to provide consulting services for decision-making and policies of the local CPC and government, and has produced a large number of fruitful research on significant and practical issues in a long term, involving fields of population and social sustainable development and social governance, protection of vulnerable people, aging and social security, health policies, social equity development and anti-poverty governance, relocation and resettlement, ecology and land resource management, public security and social stability, and related public policy issues.
Especially, the center has done extensive policy-oriented empirical research for those
strategic issues in Shaanxi Province and western China, covering population, society, ecosystem, economic development and relevant problems.
As in the first group of Key Research Base of Humanities and Social Sciences of Shaanxi Province, the center aims to be the leader in the field of social governance and social policy studies of Shaanxi province and even the nation, and also one of the key think tanks to improve social policy innovation and social progress in China.
