The institute emphasizes the concept of “Focusing on issues of contemporary China, Expanding with international horizons and perspectives, Serving people and social development” when developing disciplines, aiming to construct think tanks and bases that are devoted to public policy innovation according to significant social administration problems in Shaanxi Province as well as regions along the “One Belt and One Road” areas. Based on the understanding of those emerging issues, the institute proposes and applies a new research paradigm for sustainable development of Chinese population and society, which is featured as “multi-perspective, nonlinear, systematic, and interdisciplinary”. Theoretical studies are the foundation, policy studies are the direction, and public administration application is the key to simulate sustainable development of population and society. By combining theory, policy, strategy studies along with public administration application, the institute will continuously identify existing problems in the current population and social system, modify policies in practice, facilitate national and social development, and improve public wellbeing.
