讲座嘉宾简介:
Ronit Levine Schnur is an associate Professor at Radzyner Law School, IDC Herzliya, Israel. She is mostly interested in measuring and studying the effects of regulatory and other legal mechanisms on the socio-spatial distribution of social and economic burdens and benefits and on the effects of social and economic factors on decision-making processes. Her current research project focuses on takings of private property and land use reforms. She is also interested, among the rest, in private law theory, property and contracts in particular.

讲座题目1:Formalization of Land Rights
Land registration is the foundation of many property rights systems. This lecture would address the historical development of land registration systems, and the basic modes of land registration. It would present the claim, presented by economics such as Fernando De-Soto, that installment of land registration system is a necessity to development, and the studies on the success (or failure) of introduction of such systems in the developing world
讲座题目2:Expropriation Laws around the World
Expropriation of private property for public purposes is one of the most important issues in property law, and an essential tool for enhancing urban and regional development, promoting progress, and providing non-rival public goods. No less than 94% of all constitutions worldwide enable expropriations. As a result of rapid urbanization trends, especially in the developing world, the demand for land acquisition and infrastructure extension is constantly on the increase. This lecture would present the basic and shared concepts of expropriation law around the globe, presenting examples from countries such as Canada, United Kingdom, the United States and China.
讲座题目3:Empirical Studies on Land Expropriation
In relation to proposed lecture “Expropriation Laws around the World”, this lecture would present current empirical studies on land expropriations, presenting case studies from a variety of different jurisdictions, such as Israel, the United Sates, and China. The purpose of the lecture would be to point at methodological difficulties and challenges.
讲座题目4:Law, Planning, and Urban Development
Law, planning, and urban development, are related fields, but for disciplinary reasons, are often disconnected. This lecture would focus on what are the main issues relevant for the understanding and analyzing of planning at the urban scale, taking into account the role of legal norms and judicial overview.
讲座题目5: Private Rights in State Land
State ownership of the majority of land is a phenomenon shared by China and Israel. In Israel, about 94% of the land is owned by the State. However, rapid urbanization trends lead to deficiencies in the management of these lands and thus the Israeli government decided a decade ago, to allow full private rights in apartments build in urban areas. This lecture would provide details about the Israeli experience with this soft mode of land privatization, and discuss its pros and cons.

Land use law, or planning law, is the system of norms and regulations that control permitted and unpermitted uses of land, in urban and regional areas. As a result of the historical development of this field, it is considered as only a framework for decision-making process. In this lecture, a proposed ethical foundation for land use law will be discussed and presented utilizing a variety of current examples.

The Israeli and Palestinian people are in a state of a conflict for the past 100 years. In this lecture, we will take an objective perspective to discuss the main land-related issues in conflict, how they came to be, and how they might be addressed.
